Academic Formation

Lyon
Olivier began his higher education in France at the Université Lumière Lyon 2, earning a Bachelor’s degree in Études Urbaines and later a Maîtrise in Aménagement & Urbanisme at the Institut d’Urbanisme de Lyon, a renowned institution under the umbrella of Lyon 2.
His years in Lyon provided him with a strong theoretical foundation in urbanism, combining socio-economic analysis, policy frameworks, and the complexities of France’s famously layered mille-feuille administratif. Beyond the technical aspects, these studies honed Olivier’s awareness of how urban decisions are deeply intertwined with social realities and questions of equity.
His research mémoire, Comment les choix immobiliers individuels façonnent-ils la morphologie urbaine ? Une analyse socio-spatiale des transactions immobilières à Dudelange, Luxembourg (1949-1954), reflected his early interest in the intersection of individual choices and collective urban outcomes.

Milano
Olivier further pursued his passion at the Politecnico di Milano, completing a Master of Science in Urban Planning and Policy Design. This international program deepened his comparative perspective on planning and exposed him to advanced methodologies in policy analysis, economics, and urban theory.
His dissertation, Capital gains through ownership: Housing policies in the face of power and profit in Luxembourg, examined the entanglement of housing policies with wealth accumulation and social inequality—an issue that remains central to his research and political engagement.
Living and studying in Milan, Olivier also engaged with disadvantaged neighborhoods such as Gratosoglio, where direct testimony from residents shaped his political consciousness. These experiences revealed to him how structural inequalities translate into everyday struggles and inspired his commitment to fighting social injustice through policy.
Professional Path
After completing multiple research internships at the Luxembourg Institute of Socio-Economic Research (LISER), where he specialized in the dynamics of the housing market, he pursuit is career first at Luxplan S.A. as Project Manager and later joined the Real Estate Developer Arend & Fischbach.
Olivier joined the Luxembourgish government as an advisor in European territorial cooperation and international affairs in 2025. In this role, he bridges national priorities with European frameworks, helping to shape Luxembourg’s positioning within broader territorial debates.
His current research interests reflect his intellectual curiosity and social commitment:
